Sorry , I thought this was a question that everyone was responding to. These letters are sent with the intent of extorting money claiming folks are winners. 12 M in funds and each person may have a piece of it. For a fee ($5.00) five dollars they will research to see.

Any time you get a notice of winning a sweepstakes that you did not enter it is a FRAUD.~

The issue is where the mail comes from. If you are in the US, our agencies don't always have the authority or jurisdiction for things that might originate in Nigeria, etc. It is the internet.. and it is not limited to US law.
