Received a sweepstakes promotion that I won British pounds in a Microsoft/AOL lottery. Is this legitimate?

NO!!! It's a SCAM. All they want is either you to send them money (handling, delivery fee etc) or to inform them of your bank details so they can rob you blind. Don't respond and delete it.
