To win certain prizes/sweepstakes, why must Canadians correctly answer an "arithmetic skill question?"
Because in Canada, sweepstakes (i.e., prizes awarded on a draw) are illegal. Having the recipient do a skill testing question turns it into a reward and that's legal. There's a very fine line, between a reward and a prize, but that's the reason.
