Off the top of my head, I can't the exact reason. However, the general reason for some state's being excluded is that these states have laws that the contest sponsor isn't willing or can't follow.
For example, some places have laws against "luck based games." Therefore, any sweepstakes needs a skill-based component. Some contest sponsors will require residents of these locales to answer a math question to win. Other contest sponsors say "to heck with it" and just don't let people from those locales enter/win.
Other reasons include age (some require you to be 17, 18, or older to participate), a link to tobacco/alcohol, etc.
